Animation DMI ecosystem
The General Agreement of the DMI ecosystem contains the conditions of participation that apply to every participant. Among other things, the General Agreement what we aim to achieve with the DMI ecosystem, how it is managed, and what agreements apply to the use of the PDX and the provision of Commons. The General Agreement also contains General Agreement information, for example about the annual participation fees.
In order to keep data costs as low as possible for knowledge and research institutions, they may use data offered by other participants under Commons conditions. This means free of charge (except for reasonable costs for processing or distributing data) and on condition that the knowledge gained is made available to all participants free of charge.
Public-private governance:
During the registration process, the primary contact person for an organization indicates who will participate in both the Eco Council and the Management Council. Are there any changes? The primary contact person can also indicate this in the Participant Profile.
Eco Council
The Eco Council is the highest (public-private) decision-making body of the DMI ecosystem, consisting of one representative at management level (or at least someone who can speak with authority) on behalf of each participating organization. The Eco Council meets three to four times a year (three times in person, once digitally). Each participant has a say in the strategic direction of the DMI ecosystem. Management Council
The Management Board focuses on tactical/instrumental and technical-operational matters within the DMI ecosystem, including Products and Data Exchange. For specific components, such as a new interface, members of the Management Board may set up temporary working groups to work on a topic in a short period of time and report back to the Management Board. The Management Board meets every month. The meetings of the Management Board are announced in the calendar on the DMI website. The agenda and documents for the Management Board can be found in the private online environment. The contact person for the Management Board is Eduard Sminia.
DMI Facilities Foundation
The DMI Facilitair Foundation is the executive foundation of the DMI ecosystem and manages participant administration for the ecosystem. In addition, the foundation, together with the DMI program office, submits the budget to the Eco Council.
Public governance:
Within the DMI ecosystem, municipalities and the Ministries of Infrastructure and Water Management (IenW) and Housing and Spatial Planning (VRO) work together structurally in director and administrative consultations. A delegation from G4 and G40 municipalities participates in these meetings. The directorate meetings focus on policy coordination for programs and projects and work on upscaling and organization. The administrative meetings focus on joint direction, preparation for the Administrative Consultation on the Living Environment (BOL) and the BO MIRT, and strengthening cooperation between the national government and municipalities. All participants in the DMI ecosystem must make products, services, and/or data available to each other up to a value of €2,500.00 per year. We call this the "Commons." Each participant can purchase up to €2,500.00 worth of products and services from each of the other participants as a 'sample' under the Commons conditions. These products and services are marked with a flag icon with the letter 'C' in the DMI Products and Data Exchange (PDX) Catalog. In this way, we encourage all participants to explore what other participants have to offer. It also promotes a smooth start to adding and using data. The agreements on Commons are laid down in Article 7 of the General Agreement.
The term Products and Data Exchange (PDX) is the collective name for all functionalities that make offered and sought-after data and services findable and available for use, even when this data can only be shared under certain conditions, for example due to personal data or commercial sensitivity. The PDX ensures that DMI participants can offer and purchase products and services within the framework of the General Agreement any agreements that may be added to it in the future. This allows new applications to be realized and new data sources to be accessed more quickly. Findable, reusable, transparent, responsible, and reliable are key concepts in this regard. The first version of the DMI PDX is now available and will be further developed in the coming period. The contact person for the PDX is Vincent Habers.
Joining the PDX
- The Products and Services Catalog, part of the PDX, displays an organization profile alongside the entire offering of each DMI participant. The primary contact person for an organization submits this profile during the registration process and can then update it on the Participant Profile page.
- Consider what data, products, and services your organization would like to offer in the PDX, at least as Commons and perhaps also on a commercial basis.
- We recommend that each participant make an appointment with Annemarie Boereboom (nl), Joost van Dijk (nl), or Dominique Goes (nl) to connect your organization to one of the marketplaces.
- Every quarter, we organize an information meeting about the PDX. The video of the first meeting already provides an opportunity to learn about the information that was exchanged.
- The PDX design can be consulted in the Products and Data Exchange group on the private online environment, and the operationalization of the General Agreement the PDX can be consulted on the public DMI Definitions page.
Other DMI participants and the DMI Program Office would like to get in touch with the (right) people within your organization. Therefore, we ask new participants to note the following contacts in the application form:
- Primary contact person: the person within the organization who is the first point of contact for the DMI Program Office.
- Legal representative: the person within the organization who has the authority to sign the General Agreement the associated rights and obligations.
- Billing contact: the person or email address to which we can send the invoice.
We ask the primary contact person to indicate the following contact persons in the Participant Profile:

The primary contact person can add and change names and contact details in the Participant Profile. Of course, one person can fulfill multiple roles.
We would also like to get to know all other employees of your organization who could benefit from involvement with DMI in practical or substantive terms. We warmly invite them to create an account for "My DMI" and then join the "DMI Ecosystem" group. This group is only accessible to DMI participants. We also invite everyone to subscribe to the "DMI Update" newsletter.
Would you like to get in touch with other DMI participants? You can find all DMI participants on the DMI website. The logos are links to the websites of the participating organizations. After logging in to "My DMI," you will see the names and contact details of all people who have an account for My DMI under "Members."
Would you like to change your organization's details, such as the contact person for invoices or the colleague who attends the Management Board meetings? The primary contact person for an organization can make most of these changes themselves in the Participant Profile.
It is important that a primary contact person is always listed in the Participant Profile: this is the first point of contact for the DMI Program Office.

All participants in the DMI ecosystem are subject to general communication agreementswhen it comes to communicating about DMI.
- DMI participants can exchange information and documents in the private online environment. You will also find agendas, meeting documents, action lists, etc. here. We therefore strongly advise every DMI participant to create an account for this online environment as soon as possible after confirming their participation. You can do this at nl.nl, via the orange 'My DMI' button at the top right. With an account, you can sign up for various private groups. We recommend that you at least join the general group'DMI ecosystem'. Multiple people per organization can create an account for the online environment.
- By creating an account for the online environment, you give permission for your name and email address to be included in DMI's CRM. This allows us to send you targeted invitations to meetings and events, for example.
- You can find an overview of all events on this calendar. Is there an event you would like to bring to the attention of other participants? Please contact us at nl.
- The website provides an overview of all DMI participants. In the online environment 'My DMI', under 'Members', you will find an overview of all people who actively or passively participate in the ecosystem. Their contact details are also listed here. In addition, the PDX contains an organization profile for each DMI participant.
- You can also subscribe to the DMI Update newsletter, which is also sent to non-participants.
- Several slides with information about the DMI ecosystem are available.
- The DMI communication guidelines, the DMI logo, and other communication tools are available here for all DMI participants.
- A large number of DMI participants use a WhatsApp and/or Signal group to stay in touch, ask questions of other participants in the DMI ecosystem, and share information. Would you like to join? Use the following links to WhatsApp and/or Signal.

- Have you recently joined DMI? If so, we warmly invite you to attend a welcome meeting. During this meeting, DMI participants who joined before you will speak, and someone from the DMI program office will update you on practical matters such as the PDX, governance, the DMI Center, and the various Theme. In addition, there will of course be plenty of opportunity to ask questions and get to know other (new) participants. You will receive an invitation for this once your organization's participation has been finalized.

The DMI Centre offers DMI participants a physical location, centrally located in the country, for meetings, knowledge exchange, consultation, demonstrations, collaboration, and workspaces. The DMI Centre is located at Barchman Wuytierslaan 10 in Amersfoort and is open every week from Tuesday to Thursday. On Mondays and Fridays, it may also be possible to use the location by arrangement. After logging into MijnDMI, DMI participants can reserve a room and use the facilities free of charge. More information about practical matters, such as catering options, sound amplification, and agreements about the use of the rooms, can also be found there. DMI ecosystem members pay a contribution. The amount of the contribution depends on the type of organization. Participation in DMI lasts for a minimum of two years, with the first twelve months free of charge. The start date is the first day of the month following written confirmation of participation. The contribution must be paid in advance and the amount is indexed annually. More information about the participant contribution can be found in the General Agreement.
Would you like to change the billing email address? The primary contact person for the organization can change this on the Participant Profile page. Some organizations require a quote before they can pay an invoice. Check whether this is the case for your organization. You can also indicate this on the Participant Profile page.

Calculation example:
Suppose you became a participant on March 15, 2025 and the participant contribution is €2,500,- incl. VAT. You will then receive an invoice of (9/12*€2,500,- = €1,875,-) for the period April 1, 2025 - December 31, 2026. At the end of 2026 you will receive an invoice of €2,500,- for the period Jan 1, 2027 - Dec 31, 2027.
Membership lasts for a minimum of two years. Would you like to cancel your membership? You can do so by sending an email to nl no later than two months before the end of the current calendar year. Someone from the DMI Program Office will then contact you.
